zlwuandCursor 31b0db6840 feat(bx): 报销可代选申请人，并放宽主数据选项的数据权限过滤 
支持具备 changeApplicant 权限时代填申请人及发票/余额联动；系统/CRM/BX/PL 主数据与下拉选项改为仅租户隔离，避免「仅本人」导致空选项。

为 apply_data_scope 增加 owner_field 与行级校验，补充 DbUserContext.to_user_info() 及单元测试，并在用户/角色/字典下拉与用户详情接口生效。
