Align page/dialog el-tag--info with mobile market neutral tags
(#fff7e8 / #9a7020) so storage-service pending states match H5.

+## 背景
+
+移动市场部（`mobile-oa-h5`）中性态已改为大麦黄浅底。Web「存储服务」大量使用 `el-tag type="info"`；Fresh Mint 已在 `el-ui.scss` 将 info 覆写为浅灰底灰字（`#f8fafc` / `#64748b`）。用户要求与移动端同色。
