zlwu f41e6f60d6 feat(projects): move management pages into a dedicated top-level menu 
Add the Project navigation group alongside Market, Production and Quality. Preserve existing leaf IDs and role grants while migrating the menu hierarchy, keep legacy URLs redirecting, and align frontend/backend menus.

Add approval instance drafts with menu badges, dual-track user/role read model and role bound names, form-designer outline docs, and bare-metal test deploy scripts. Ignore local test-server credential file.

Unify effective roles via post-role bindings, remove dedicated OA role UI, and update OA assignee resolution plus related SQL/docs.

zlwuandCursor 22a5c79585 feat(auth): 添加一级菜单权限码常量和注释 
- 新增 TOP_MENU_PERMS frozenset，包含 menu:market、menu:production、menu:quality、menu:operations、menu:system-manage
- 为 iter_user_menu_perm_codes 函数添加注释，说明一级菜单的 menuCode 会自动被返回
