docs: 插入菜单重组 SQL 脚本
添加 docs/sql/menu_restructuring.sql，包含 5 个一级菜单 INSERT 语句：
- 市场 (TOP00000000000000000000000000001)
- 生产 (TOP00000000000000000000000000002)
- 质检 (TOP00000000000000000000000000003)
- 运营支撑 (TOP00000000000000000000000000004)
- 系统管理 (TOP00000000000000000000000000005)

feat(auth): 添加一级菜单权限码常量和注释
- 新增 TOP_MENU_PERMS frozenset，包含 menu:market、menu:production、menu:quality、menu:operations、menu:system-manage
- 为 iter_user_menu_perm_codes 函数添加注释，说明一级菜单的 menuCode 会自动被返回

refactor: 将后端菜单从14个一级菜单重组为5个一级菜单分组
- 新增5个一级菜单：市场、生产、质检、运营支撑、系统管理
- 每个一级菜单添加 isTopMenu: true 和 menuCode 标识
- 二级菜单路径调整为完整路径（如 /market/cell-storage）
- 更新文件注释从"13个一级菜单"改为"5个一级菜单分组"
- 保留所有子菜单内容，仅修改 id、path 和 meta 信息
