fix(menu): 修复两级菜单结构和嵌套问题
...
1. 菜单类型默认值改为 TOP_LEFT（顶部一级+左侧二级）
2. 二级菜单 component 设为空字符串避免嵌套布局
3. 前端和后端菜单数据同步更新

refactor(router): 重构 sqxp.ts 为 5 个一级菜单分组结构
...
将原来的 14 个一级菜单重组为 5 个一级菜单分组（市场、生产、质检、运营支撑、系统管理），
与后端 backend/app/api/menu.py 保持一致。
- 市场(market): 细胞存储、科研捐赠、中试服务、基础实验、市场基础信息
- 生产(production): 临床应用、生产管理、生产基础信息
- 质检(quality): 质检管理、质检基础信息
- 运营支撑(operations): 系统基础信息、运营支撑
- 系统管理(system-manage): 系统管理、工作流管理
新增 isTopMenu: true 和 menuCode 到各一级菜单 meta。
