Reuse the existing folder-chart icon in frontend and backend menu metadata so the project management sidebar directory has a leading icon.

Add a second-level project management directory to match the requested navigation hierarchy. Preserve page permissions and legacy URLs, and migrate existing role grants to include the new ancestor. User will validate after integration.

fix(menu): 修复两级菜单结构和嵌套问题
...
1. 菜单类型默认值改为 TOP_LEFT（顶部一级+左侧二级）
2. 二级菜单 component 设为空字符串避免嵌套布局
3. 前端和后端菜单数据同步更新

refactor: 将后端菜单从14个一级菜单重组为5个一级菜单分组
...
- 新增5个一级菜单：市场、生产、质检、运营支撑、系统管理
- 每个一级菜单添加 isTopMenu: true 和 menuCode 标识
- 二级菜单路径调整为完整路径（如 /market/cell-storage）
- 更新文件注释从"13个一级菜单"改为"5个一级菜单分组"
- 保留所有子菜单内容，仅修改 id、path 和 meta 信息
