Summary

项目管理新增、编辑弹窗的开始日期与结束日期框使用组件默认宽度，短于同列其他输入框。为两个共用日期控件添加 width: 100%，使其填满各自表单列。

关联工单 #13。沿用 system/user 与 ProtocolFormDialog 日期框写法。

Evidence

Before：用户截图及源码表明两日期框未指定满宽，组件使用默认 date-editor-width。
After：仅两个控件增加满宽样式；新增和编辑共用组件，字段绑定、日期格式不变。
独立源码审查无阻塞，Git 差异检查通过。用户自测，本轮未运行测试、构建或浏览器验收，沿用先合入 V2.0 再自测安排。

Set both project date pickers to full column width, matching existing form conventions in create and edit dialogs.
