Default to agent validation followed by merge/push/close. Respect explicit user testing without running tests or builds, provide branch and runtime handoff, and resume completion on acceptance. Preserve separate release and service permissions. Refs #4.

明确工单测试责任与完成流程：默认由 Agent 验证；用户明确自测时不运行测试或构建，等待用户验收。验证通过后按项目持续授权合并到 V2.0、推送、同步当前工作目录并关闭工单。合并改变代码时按原测试责任重新验证。
验证：规则差异检查、链接检查、OpenSpec 严格校验、Skill 校验通过，六个独立行为场景检查通过。本次仅文档规则变更，未运行业务测试或构建。
