细胞存储管理（2.2.6～2.2.10）Implementation Plan
For agentic workers: REQUIRED SUB-SKILL: Use superpowers:subagent-driven-development (recommended) or superpowers:executing-plans to implement this plan task-by-task. Steps use checkbox (
- [ ]) syntax for tracking.
Goal: 交付细胞存储管理一级菜单下 5 个页面及对应后端 API（方案 C），满足已定稿设计：docs/superpowers/specs/2026-05-13-cell-storage-protocol-modules-design.md 与 OpenSpec 变更 openspec/changes/cell-storage-protocol-modules/。
Architecture: FastAPI 路由挂在 /web/admin 旁路扩展；SQLAlchemy Model 覆盖四张业务表；CRUD 层封装租户过滤与 camelCase 列表 DTO；Vue 页面复制 system/unit 列表骨架并按模块替换列与弹窗。
Tech Stack: Python 3.9、FastAPI、SQLAlchemy、Pydantic v2；Vue 3、Element Plus、pnpm、TypeScript。
