Bundle pending backend/web-admin feature updates, data-migration scripts,
and related docs so the V1.5 branch on the Tencent Cloud Gogs matches the
current workspace (excluding local secrets).

地址库选择内嵌新增 Implementation Plan

For agentic workers: Implement task-by-task. Steps use checkbox (- [ ]) syntax for tracking.

Goal: 在「从地址库选择」弹窗中支持新增地址，成功后自动回填运输计划地址并关闭选择弹窗。

Architecture: 仅改 pl-transport-address-select-dialog：加工具栏「新增地址」+ 嵌套表单弹窗；create 成功后复用现有 handleConfirm。

Tech Stack: Vue 3、Element Plus、transportAddressApi、AmapAddressPicker

Task 1: 选择弹窗增加新增入口与表单

Files:

Modify: web-admin/src/components/business/pl-transport-address-select-dialog/index.vue
在 filter 与列表之间加入 list-toolbar，「新增地址」主按钮
嵌套「新增地址」el-dialog（字段对齐地址库页，状态固定启用不展示）
create 成功后 handleConfirm(created) 自动选中回填
手动验证：运输计划新增 → 从地址库选择 → 新增 → 地址已填入
